Add-on to any Cottonworks plan

Pavement Management Pro

Federally compliant PCI scoring, color-coded condition map, multi-year budget scenarios, and council-ready PDFs — built for the budget of a single public-works director, not an enterprise IT department.

$130/month add-on · $800 one-time implementation · on top of $699/month base plan

What you get

Six things public-works directors keep asking for.

ASTM D6433 PCI scoring

Federally recognized Pavement Condition Index scoring with the seven asphalt distress types Caltrans and FHWA require. Same standard your state DOT uses. Calculated automatically when your crew completes a field inspection — no spreadsheet math.

Color-coded condition map

Every road segment colored by current PCI (Good · Fair · Poor · Failed). Filter by PCI band, surface type, district, or functional class. The first slide of every council presentation, ready in one click.

Multi-year budget scenarios

Run year-by-year projections under different funding levels: worst-first, preservation-first, optimize-PCI, or hold-PCI-above-N. Calibrated deterioration curves per surface + climate zone. Answers the only question council ever asks: 'what happens if we spend $X for the next five years?'

Six council & compliance reports

PDF + XLSX exports for HPMS, LSAH, MIRE FDE, GASB 34, and FEMA Cat C — the federal/state submissions you were going to format manually. Plus a polished Council Report template you'll actually want to hand the board.

Public citizen-intake form

Residents file pothole reports from their phone at your branded URL (your-agency.report.cottonworks.us). Photo upload, location auto-detect, attached straight to the right road segment. No app to install, no account to create.

StreetSaver / PAVER migration in 15 minutes

Drop your existing condition data (CSV from StreetSaver, PAVER, Cartegraph, or anything else with road segments + PCI history) into the importer. 50+ column-name variants auto-detected. We don't make you re-inspect your network just to switch tools.

Pricing

Two numbers. No tiers. No per-mile fees.

Monthly add-on

$130/month

Layered on top of your $699/month base subscription. Billed on the same cadence as your base plan (annual prepay, monthly on contract, or month-to-month after the initial term).

One-time implementation

$800

Covers our team's data-upload work. You send us your existing pavement data; we import, validate, and hand you a usable network on day one. Not waivable — the work is the same regardless of contract length.

Total first-year cost for an agency on the standard 1-year prepay with both setup fees included: $699/mo × 12 + $850 base setup + $130/mo × 12 + $800 Pavement Pro setup = $11,598. On a 2-year prepay (everything included): $21,367. 3-year prepay: $30,258. If you opt out of the $850 base onboarding at checkout (DIY mode), subtract $850 from any of the above.

How implementation works

Three steps. About a week.

1

Send us your data

StreetSaver export, PAVER files, Cartegraph extract, even a spreadsheet you maintain manually. We accept what you have.

2

We upload and validate

Our team imports your segments, normalizes the PCI values, flags gaps, and stages a draft for your review. Typically 5–10 business days.

3

You go live

30-minute walkthrough call. We confirm the data, train your team on the map + scenarios, and hand you a usable network. The branded citizen-intake URL goes live the same day.

How we stack up

Most directors are evaluating us against StreetSaver, Cartegraph, or PAVER.

We're a fraction of the price — not by being cheap, but by not paying for the sales overhead and enterprise-IT scaffolding the legacy products carry.

Common questions

What public-works directors actually ask us.

Is Pavement Pro sold by itself?

No. It's an add-on to any Cottonworks base subscription (1, 2, or 3-year). Base subscription is $699/month; Pavement Pro adds $130/month and a one-time $800 data-upload fee.

Why a one-time $800 fee?

It pays for our team to do your initial data load. You send us your existing pavement data — StreetSaver export, PAVER files, Cartegraph extract, even spreadsheets — and our team imports it, validates it, and gets you a usable condition map before you ever log in. We do this work once per agency; the fee covers the hours. It's not waivable on multi-year terms because the work is the same regardless of how long you sign up for.

How long does onboarding take?

Typically 5–10 business days from "you send the data" to "you have a usable map." We confirm receipt the same business day, do the upload over the next week, then walk you through the result on a 30-minute call.

What if my data is messy or incomplete?

That's expected — half the agencies we onboard hand us a 10-year-old spreadsheet missing PCI for some segments. We fill in what we can from what you provided, flag the gaps, and recommend the cheapest way to close them (drive-by inspection by your crew with the tablet view, or a single $X/mile contracted inspection).

Can I add Pavement Pro later?

Yes. Existing Cottonworks customers can add Pavement Pro from the Billing tab in their admin account at any time. The $130/month is prorated for the remainder of the current period, and the $800 implementation is due immediately.

Can I cancel Pavement Pro without cancelling the rest of Cottonworks?

Yes — Pavement Pro is its own line item. You can drop it at any time during a month-to-month renewal period; during the initial term, the same term-commitment rules apply as to the base subscription (see Terms of Service).

What happens to my pavement data if I cancel?

Same as the rest of your Cottonworks data: 90 days of read-only access for export, then permanent deletion. Your inspection history and treatment log export as CSV with one click.
